Oh, OK. I don't know how much slack is supposed to be in the timing chain. 
There is a tensioner that should take care of most slack. In any event, the 
only way a slack chain could be a problem is if it skipped a tooth on one of 
the cam sprockets or the crank, which is possible but pretty unlikely.

I was dead sure you were wrong about this, but I just checked the factory 
service manual and there is an upper chain and a lower chain.

This info is for an SE-R, but the process is the same for a 1.6. I did this 
a while back. It's easy and will make a difference if it's not set right.

OK, there are some steps you have to follow. Straight from the Factory 
Service Manual:
1)Make sure engine is at normal operating temperature
2)Turn off engine and unplug TPS harness
3)start engine
4)race engine (2K-3K rpm) 2 or 3 times under no load and run engine at idle 
speed
5)check idle
6)adjust idle speed by turning idle speed adjusting screw.

The "idle speed adjusting screw" is a plastic screw/dial on a sensor cluster 
on the passenger side of the intake plenum. It should be the only thing 
there that can be adjusted and will face the front of the car.
Once you have adjusted the idle, kill the engine, plug the TPS back in, 
re-start the car and check the idle again. Repeat the above if necessary.
