This happens sometimes. The easiest way to fix it is, go to a machine shop.
What they will use is called an easy out. What this does is, as it goes in
it pulls what is stuck out. Hence the name, easy out. Once this is out they
can just put a new stud in. The hole should not have to be recut, unless you
did something else. The cost should only be the price of the bolt, plus
about $50, at the most. Good luck.
