Apples and oranges.  Lactate is a marker for tissue perfusion and time to clearance of lactate is linked to risk of mortality.  Procalcitonin is helpful for identifying bacterial infection and potentially for de-escalating abx therapy.  If you're designing a protocol for sepsis you can get by without a procalcitonin level, but lactate is a mainstay and critically important. 
Short answer...LACTATE.
