In my experience at our facility, we do not include pre-hospital fluids when evaluating the execution of our sepsis treatment protocol. But it is an interesting question, because if EMS transports a profoundly hypotensive patient, it's possible that they may give 1-2 liters of fluid before arriving at the emergency room. I'm curious to see other's responses!
