I didn't get much feedback, but what I did get was positive (thanks you 
Christian and Iain).  I don't want to leave the branch out there any 
longer, plus I have other related work, so I've rebased the consvals branch 
onto master and merged it.

I'm still open to making significant changes to it before 3.39 is released 
in a couple weeks, so I would still appreciate additional feedback.
