I just committed a fix concerning this problem.
But as for your question, to define a "distributed element", you need to
add this block in your vdb config files :
<Distribution>
<MessageTimeouts/>
</Distribution>
as you should find in
config/virtualdatabase/hsqldb-raidb1-distribution-1.xml for example, of
sequoia distributed raidb1 demo.
