The instructions at

are incorrect.
The correct procedure is:
1. shutdown vdb on controller 1
2. shutdown vdb on controller 2
3. update vdb config files on both controllers
4. update password on all backends
5. restart vdb on controller 2
6. restart vdb on controller 1
