This could be something in your network configuration. How are your machines connected? The machines are just connected to a switch, or there is a WAN or a firewall? Do you have multicast enabled between the controllers?

The default setting are for a fully connected cluster with multicast enabled. You have several tips in the Sequoia installation guide ("Network Requirements" and "controller group communication configuration files" sections).
