Cannot transfer backend when minPoolSize and maxPoolSize are set to 0 (using
VariablePoolConnectionManager)

Trying to use transfer backend command from the console will not work if
connection pool is a variable pool and its min and max Pool size are both set
to 0.
This will show the following logs :
An error occured while transfering the backend
