I've tried just using an init parameter on the command line but no dice:
$ ./controller.sh init
...
As I said, you can _load_ the first vdb part with option "init", so
this is something you do when you load the vdb, i.e. using the
console.sh tool.
Try :
$ ./console.sh
load virtualdatabase configuration <virtualdatabase xml file> init
