At the time when Kosovo and Serbia are expected to take decisive steps in the
normalization of relations, new ideas presented on continuation of the new
phase of the dialogue.

The EU foreign policy chief, Federica Mogherini, who is facilitating the
dialogue between Kosovo and Serbia, wants this normalization be formalized
through the binding legal agreement before the end of her mandate, daily Koha
Ditore reported on Wednesday. The EU also wants the dialogue be held at the
level of the presidents. Kosovo President, Hashim Thaci, also is in favour of
this idea but there is no formal decision on this issue. Thaci is considered by
Brussels as a constructive leader in the talks, but he did not manage to
implement the obligation deriving from the dialogue, the daily writes. Also the
diplomats in the Brussels are following closely the behaviour of the prime
minister Ramush Haradinaj on the dialogue. They EU sees Haradinaj’s request for
active involvement of the US in the dialogue as unnecessary, because according
to them, this would open the way for speculation and possible involvement of
Russia and China in this process. Koha DItore quoting diplomats in Brussels
reports that since the beginning the US along with Germany and Britain were the
driving forces behind this dialogue and nothing happened without the US consent.
