Sorry if I come across as disagreeable...
But this attitude is why James does so poorly at
attracting new developers, despite it being a good
idea ( ie. an email server endorsed by the Apache
foundation ).
To be honest supporting a variety of RDBMS's for James is bad enough,
without also having to support IDE's for developers.
The project file can be put into a '/contrib' folder
and a notice that its there for educational purposes,
maybe? Even if it's not up to date, a interested
programmer may use it as a starting put for they own
environment.
Finally, who in their right mind would feel that the
_existance_ of a project file in a project, _compells_
them to use that particular IDE?
