There are a lot of ways that a "standard user" can cause problems. I'd just document this as an area to change with extreme caution, and also document the current code as internal-use only, subject to change. Agreed. I still want to go back to handler packages, for example. My earlier proposal allowed much easier configuration, while still allowing the standard configuration to be overridden if someone had a need.
