There are a lot of ways that a "standard user" can cause problems.  I'd just
document this as an area to change with extreme caution, and also document
the current code as internal-use only, subject to change.  We'll have warned
them, and have no obligation to preserve the API.

Agreed.  I still want to go back to handler packages, for example.  My
earlier proposal allowed much easier configuration, while still allowing the
standard configuration to be overridden if someone had a need.

But this may mean that we don't have a stable handler API until 2.5 or
later, since I believe that we'll want to get 2.4 out sooner.
