IMHO this is a defect, 
While domain names are case insensitive according to their RFC's the local part 
of addresses are not, per the mail RFC's.
However, because James allows non compliant handling of local-parts 
case-insensitively, sense would tell us that this setting must apply to all 
uses of the local-part by James.
