Sorry I just received the mailing list (jira get higher priorities in my inbox 
;-) ) and I read all the thread. Reading all opinions I still think this is not 
a good idea. The licensing/notice review is taking time now because this is the 
first time we do this after an almost full codebase rewrite, I expect most time 
we'll need new releases for code issues (bugs) and not licensing, so this will 
take every time a double vote process in order to release a new beta or a new 
dot release and this doesn't sound good at all. I don't get how splitting the 
releases will make the review faster? (either way the number of 
jars/poms/tar.gz modules to be reviewed is the same (you just split the vote in 
2, slowing the release process that is already a lot slower than past because 
of mailbox/imap/mailet-api and other dependencies we now have as separated 
projects).

So I cast a -0 to this.
