My understanding is that JMX is necessary for the CLI and webadmin. (Anything
else?)
Therefore, since the server is not useful if there is no way of managing users,
JMX is required.
Can we provide reasonable defaults, since we do not want to have to expose
anything about JMX to the Basic Operator?
