Brian,

I would guess that you're not looking at a problem external to your system,
but a problem within James/Outlook which is preventing James from receiving
the messages, but not preventing it from accepting the connection.

You could try making a manual connection from the Outlook machine to James
(wherever it is), but first do as steve sugested and turn logging up.
open a terminal window (Start->Run->cmd)
 type the following but replace XXX with the real hostname of james and YYY
& ZZZ with real email addresses, the "<" and ">" characters _are_ required.
Lines prefixed by >>> are my comments

telnet XXX 25
>>> James should show a welcome message
MAIL FROM:<YYY>
>>> James should reply that this is OK
RCPT TO:<ZZZ>
>>> James should reply that this is OK
DATA
>>> James should reply with terse instructions
From: person1
To: person2
Subject: test

Test
.
>>> James should reply that the message has been received OK
QUIT
>>> James says goodby (or just vanishes)
>>> the end you can close the terminal

Look at your log files to see what James thinks has happened
If this went OK try using Outlook and compare the logs.

%PHOENIX_HOME%/apps/james/SAR-INF/environment.xml
