What are the specific "regulatory requirements" you have to comply with? Do you have any pointers by any chance? Care to elaborate about what "archiving" means in your case?
Usually, keeping simple copy of your messages around is not enough. In some case, you need to store your archives on temper proof media, keep an audit trail, provide access control and logs, etc, etc, ...
Inquisitive mind want to know! :o)
