An open relay is a mail server that will forward any mail that is not addressed to its own address space. Any email server can pass mail through this relay. To achieve this, it can not authenticate the the sending server, it just accepts everyone. James can be configured to run with or without SMTP authentication (see the docs).
Open relays were fine in the days of arpanet and strict control over who was connected to the internet. Bad people, even spammers, who would abuse this are now considered fit people to join the internet.
So, to gather spam, accept mail from anyone regardless of its address but for the good of the rest of us, please don't actually forward it to its supposed final destination.
