In a word No. They're telling you this is a permanent failure,  i.e.
don't bother trying again.

You need to investigate why this mail is being rejected, the details
of the message, the details of your domain and the details of the
recipient's domain.

For instance they may require some prior knowledge of you, or SPF or DK/DKIM.
Alternatively they may have you blacklisted, or you may be on a public
blacklist.

Perhaps you are using dodgy or out of date MX records and actually
trying to deliver the mail to the wrong host, check the details of the
bounce message. Ensure your DNS is up to date.

Finally, perhaps the user really doesn't exist and your users'
information is not up to date.
Or even the suer doesn't exist *yet*.
