I guess I'm missing what we're trying to shoehorn in "architecture." 
I'm not trying to lump requirements gathering or governance into 
architecture. 

* Architecture is a form of design, but it's not just design.
* Architecture also includes principles--the non-engineering 
constraints that guide the refinement and implementation of the design.
