We have the alternative implementation of virtual threads for platforms that 
don’t support continuations and are just backed by a platform thread. 
`JvmtiHandshake::execute` currently doesn’t mark those as virtual threads and 
routes them to `do_thread` instead of `do_vthread`. But we still require them 
to be suspended (`StopThread.java` tests this).
