I also had the same problem when running the wsdl-first example.
I followed the User Guide Service 3.0 Maven Configuration and added the
repositories in the pom.xml as pointed out by Carles. Then I also need to
delete the following from the pom.xml

<repository>
<id>apache.snapshots</id>
<url>http://people.apache.org/maven-snapshot-repository</url>
</repository>
</repositories>
-->
in order to build successfully.
