Hey,

I gave you the wrong url before. It should be:

<url>http://people.apache.org/repo/m2-incubating-repository</url>

But anyway, going back to using settings.xml, though I haven't done this
myself (adding the repo in my pom.xml works fine with me), maybe you can try
to add an entry under the tags <pluginRepositories> also. For more
information, please check: 
http://maven.apache.org/ref/2.0.4/maven-settings/settings.html#class_profile
