It's been a while for me on the ol DOS ...but try this:

SHELL=C:\COMMAND.COM /E:1024 /p (Config.sys)

The 1024 can be set to what any memory setting you want.  This may not solve
the problem... so you might want to post this to the JRun groups.

Under windows 95 when I stop JRun and start it up again I sometimes get the
error "out of environment space" in the DOS window and JRun does not start.
