Milt,

What I know about Javalobby is:
Javalobby is operated by a nice guy called Rick Ross, from Activated
Intelligence (http://www.activated.com). He organized a community around
the Javalobby site. It's a non-profit organization (on-line only),
although there can be some commercial interest as well to operate a site
like that.
