I was looking at this exact thing today and came across this :
JavaCVS
http://terror.hungry.com/products/javacvs/
including full API and source code.
I haven't had time to look into it yet, but if the author's willing, I'd bet
it's not too hard to add those functions (ie get JAvaDoc) to the code ? Take
a look and let me know if you're interested...

we are currently using Visual SourceSafe to manage the storage and archive
