I ran into a similar problem using the same version of Oracle. How
interesting!
I told the DBA that my company was using and he said "Oh....hmmm ok. Try it
in about an hour "
I didn't have a problem with it after that.

I realize this is not the answer you were hoping for but it may give you
some insight as to the realm in which this problem will be solved. The only
difference between what you described and my situation was that my data
server was a Sun Solaris e450 (this is not a major issue and I would
recommend pressing, with respect of course, the DBA for the solution. If no
absolution results, call Oracle and ask them about this... I had other
issues that our DBA couldn't get to the end of and the Oracle people were
really cool to deal with.....
