Jay,
The DB2 jdbc drivers do come free with UDB for NT, AIX, Solaris, etc.
However, if you want to connect to DB2 on OS/390, you have to purchase the
DB2 Connect gateway software. We currently have several intra-net apps using
Servlet->JDBC->DB2 Connect->DB2 OS/390.
The actual JDBC driver installs with the CAE which you can download from
http://www-4.ibm.com/software/data/db2/db2tech/indexsvc.html.

Note: for any given fixpack level of the CAE, you have to run the
appropriate DB2 "BIND".
