Here is the quote from the RFC 2396:

1.2. URI, URL, and URN

A URI can be further classified as a locator, a name, or both. The
term "Uniform Resource Locator" (URL) refers to the subset of URI
that identify resources via a representation of their primary access
mechanism (e.g., their network "location"), rather than identifying
the resource by name or by some other attribute(s) of that resource.
The term "Uniform Resource Name" (URN) refers to the subset of URI
that are required to remain globally unique and persistent even when
the resource ceases to exist or becomes unavailable.

It looks like the W3 priests enhanced their terminology after the RFC
1738 and generalized the URL into the URI so that the URL is a
special case (NOT PART) if URI.

In the context of this discussion both terms are generally the same.

the "I" in URI stands for Universal Resource Identifier, It is also used a
lot in XML, but I don't know how to implement it in either XML or servlets

Reading the comments in the JSDK source files (or their javadocs), it
looks like the way they use it, URL is the entire thing with scheme,
server, and port, while URI is only the stuff after that.

IIRC, "URL" is "Uniform Resource Locator". Not sure what the 'I' in
"URI" is.
