since Tomcat is (i believe) the next incarnation of JWS and since Tomcat
itself (see previous emails on this list) doesn't support encodeURL() yet,
it stands to reason that JWS doesn't support encodeURL() either because they
didn't implement it (yet). hopefully, some day, they'll put that part in...
