Yes, the index.html file is in the webpages directory, and webpages is set
to be the docbase in default.cfg. According to the readme file, after
running command startserver, the page (index.html) should be browsed via
http://localhost:8080. But I cannot browse the index.html page. Any more
information are appreciated.

You have to put an index.html file in the webpages directory. the webpages
directory is your root directory for the webserver.
