Servlets have a bad influence on machine?

I developed a web application using servlet.But sometimes the dos window of Tomcat3.1 startup is locked and servlet program does not work right.I don't know why. I hear that servlet is always on machine's memory .Is this a cause? Does servlet give high load to machne? If so,I don't feel like using servlet. My user naturally complains. Please tell me the cause and how to deal with it. Server OS:Windows 98 Servlet container:Tomcat3.1 Tomcat3.1 is in charge of servlet container and Http server. Thanks in advance.
