try http://www.mycgiserver.com/  not only cgi !! but can host servlets
for free. I did'nt check for few months but I hope it's still true ..

Thank you for your email! However, it appears that dev.startcom.org is
no
longer offering free developer accounts. =( This is unfortunate,
because it
seems like a very good service. I am not in the position to pay a
monthly
fee right now.. However, do you have an account with them for free?
Perhaps
you wouldn't mind hosting this application for me? I really don't even
need
telnet/ftp access.. =)
