SMLets does require a 64-bit OS, is your workstation 64-bit? The default path for the dll is C:\Program Files\Common Files\SMLets\SMLets.Module.dll. Also make sure your execution policy is not set to restricted.

Is there any way to completely purge IR’s or SR’s are are you stuck with simply cancelling and/or closing them?
