Question about IIN's

Forgive me if this is not the correct forum but I am looking for a list of 
Issuer Identification Numbers.

Does anyone know whether such a list is available ?
I was thinking I could use it for fraud prevention.

If I get a mailorder transaction from for instance Sweden but the card 
appears to have been issued in the USA, I know something might be wrong. 
This is because most fraud we have originates from (Eastern) Europe but 
they use US cards....
