Issuer Identification Numbers (also commonly called BINs) are issued by ISO.
The American Bankers Association is the registrar and publishes a directory.
To my knowledge, the ABA is the only source of the information you are
requesting.
While I do not know the criteria they use to release the list, I have been
told that it is not generally available.
