There are two windows installers in the URL you used (check the gray line
under the link for download):

- Plone 3.1.7 installer for Windows 2000/XP/2003/Vista
- Experimental Builout-based installer for Windows 2000/XP/2003/Vista

Which one did you use?

I had experiences with both Windows installers and was able to use them with
no problems in WinXP: like I said, they don't need Python or Zope installed
- they create a "self-contained" Python+Zope+Plone environment.

Another thing that you may try (which I did in Windows with no problem),
considering you have a working Zope install (BTW, the AssertionError problem
you mentioned earlier happened when you tried to install or run Zope?), is
installing ZopeSkel and creating a Plone Buildout environment. With that
solution buildout will install Plone by itself. The requirement for this
solution is to have Python and a working Zope install in Windows (or an
installed compiler like MingW or Visual Studio, but I prefered to install
Zope manually). I was able to do this kind of Plone install in Windows using
Zope 2.11.1 and had no problems so far.

Oh, and about .tar.tar files, I guess it is some kind of IE bug: I sometimes
click on a link to a .tar.gz URL, but IE incorrectly saves it as a .tar.tar
file. I rename manually the file extension to .tar.gz and I am able to read
it. Firefox doesn't do that renaming. But I should note that I use not
Winzip but PowerArchiver (which like Winzip can't read the files when they
are finished by ".tar.tar" but can when they are finished by ".tar.gz")

Well, try not to be down by that. My experience with Plone (about 12 months)
has been very satisfying, but one of the characteristics of that experience
(for good or bad) was the slightly steeper learning curve, compared with
other solutions I tried. 

But it pays (at least it has for me).
