The collection and static portlets have been in core Plone since version 3.1. So with 3.1 or higher they no longer need to be listed separately in the buildout.cfg and no longer need to be installed in the Add/Remove products panel. If you have run the portal_migration steps (or if you create a fresh Plone Site) you should already have these two portlets available for adding in Manage portlets.
