As far as I can tell, that's how the buildout configuration is supposed to be, and that's how I've got my buildout (as mentioned above). That said, in my situation, unless lxml is present in the system Python path (aka installed via easy_install) then the openxmllib compilation (and thus installation of Products.OpenXml) fails due to lxml not being found. As best I can tell, this is because openxmllib gets compiled directly, without knowledge of the rest of the environment. If you've followed what you mentioned before and used easy_install to install your win32 lxml egg, then that seems to me as the reason your setup is working.
