Hi,
The chown part is supposed to make it so that the "effective-user" user
can write to the database and log files in a root installation. The rest
of the files, like all of the source code, stays writable only by root,
for added security. If you find a bug in the code from the installer I'm
sure that SteveM would appreciate it if you file a bug.
