I briefly analyzed the flows and have seen the following:
table=11, cookie=0x1110010002380255 is the Netvirt classifier flow, and
there are no packet matches there, meaning that the packets are not
getting to the classifier.
Since no flows get to the classifier, then no flows get to SFC. The SFC
flows are in tables 150-158, and none of them have packet matches.
I added Sam Hague and the netvirt dev mailing list, maybe someone there
can tell you why the packets arent reaching the classifier.

the OVS, but not able to getting packets to the vNF deployed in the SFC.
