Have you applied this workaround, section 5.8?

If Im not mistaken, the Fuel and Apex SFC scenarios should do this. The OVS 
flows are written by ODL.

I created SFC attributes like vnfd, vnf and sfc from sfc-tacker.

When I create a SFC Classifier, I am able to see the related flows in the OVS, 
but not able to getting packets to the vNF deployed in the SFC.
