Secretary Paulson and federal officials testified about federal government 
action taken under the Troubled Asset Relief Program being managed by the 
Treasury Department. They also spoke about other initiatives taken by the 
Federal Reserve and the Federal Deposit Insurance Corporation in response to 
turmoil in the financial markets, increased incidents of foreclosures, and 
tight credit markets.
In his remarks, Secretary Paulson said that he did not envision federal 
assistance as a "panecea" for the economy and sometimes clashed with committee 
members over the scope of the program and pace of action.
