I use 3C509's in my STN box. The trick with them is to use the
3C5X9CFG.EXE tool to setup the IRQ and I/O settings and turn OFF Plug
and Play on the cards.

If your cards are set to Plug and Play, that may be your problem.

I haven't tried PCI cards, mostly because my STN box is a 486 with ISA
slots.
