I went back and read the release notes and found the note on creating the
boot disk on WinNT, which I was using. (the popup message about diskette
drive can't be locked). I thought THAT was it...

So, copied the STN install onto a Win98 PC and ran it from there. Created a
STN boot disk from absolute scratch, very generic.

No joy - same message. It appears to be specific to that type of PC.
