You should ask your ISP (RCN) which ports which ports CCMinfo is trying
to use. Looks like the "RCN - ASK US A QUESTION" page on RCN's web site
should have been your first stop -- located at:

a. a way to get the same info that RCN's "CCMinfo" programs gives you
without using CCMinfo at all?
b. some other way to get CCMinfo to work behind STN?
c. or are you actually trying to solve a problem with STN's connection

An answer to this question would be very speculative since it isn't
known what you'll have to do to achieve your goal.
Why do you "need" to run that CCMinfo software anyway? According to RCN
web site, it ONLY works with Win 95 and NT. Given the fact that they
obviously have MAC users, Win 98 users, Linux users, and probably users
connecting that are using other flavors of UNIX, how critical can that
CCMinfo software be anyway?
BTW, not intending to get any further off topic here, but how do you
like RCN's service?
