I have yet to see a PCI modem that wasn't a "WinModem." These modems
require Win9x to run and will not work under Linux. There are reportedly
some people working on drivers for WinModems and Linux, so this might
not be a permanent situation. But don't hold your breath. Go buy an
EXTERNAL modem and plug it into a serial port, you'll be much happier.
