It looks like the info JC posted should be a great deal of help for your diag. The plastic elbow at the brake booster is indeed a check valve. One symptom of a bad check valve is the immediate loss of brake assist when you shut down the engine. There should be 2-3 brake applications before you loose the assist and the pedal goes hard. It should be obvious you are loosing vacuum to the HVAC controller. As you loose vacuum the system goes into default and stitches back to your setting when vacuum returns. I think you're going to find a bad check valve and/or vacuum leaks of some sort in the HVAC system.
