THE BASIC INITIAL STAND OF USSR (UNIOIN OF SOCIALIST SOVIET REPUBLIC) IN UN
RECORDS GIVEN BELOW ON THE BOLOR JAMMU AND KASHMIR DISPUTE.
428. The representative of the Union of Soviet Socialist Republics recalled
that, since the question had first been submitted nine years earlier, stress
was no longer laid on the original reason for its submission, which had been to
afford protection to the population of Kashmir against tribal raiders from
Pakistan and later against regular Pakistan troops. The Soviet Union's attitude
in the Kashmir question was objective, impartial and consistent with the
principles of democracy and the strengthening of friendly relations between the
peoples of the region. The Kashmir question had not arisen among the people of
Kashmir, but had been created by certain Powers which were ever eager to
inflate differences between countries struggling for national independence and
freedom. Those powers had sought mainly to further their own interests, who
were to penetrate the area, and not the interests of the people of Kashmir. The
representative of the USSR observed
that, in a natural attempt to put an end to their indefinite status and to
establish political stability, the people of Kashmir had elected a Constituent
Assembly in 1951, which had confirmed the integration of the State of Jammu and
Kashmir with India. The Kashmir question had thus been settled by the people of
Kashmir themselves, who considered their country to be an integral part of the
Republic of India. The Security Council could not overlook those facts. The
draft resolution before the Council did not take into account the actual
situation in Kashmir and, by restating the provisions of the Security Council
resolution of 30 March 1951, completely ignored the basic changes that had
occurred in Kashmir since that time.
Now (29 Oct 2006), the Russian factor in resolving the decades old dispute
should be weighed by the people of the disputed regions on long term basis.
This can be of immense help in neutralizing the evil influence of the Zionist,
Imperialist and Capitalist powers to thwart the pace of development of the
Asian people by keeping the Bolor, Jammu and Kashmir dispute always alive. An
autonomous and strictly neutral country or a confederate of countries of the
disputed regions, can be of immense help to the major portion of humanity
living around these disputed regions. USA and UK should also realize that their
scheming has been exposed and will no longer work in this part of the World,
therefore they should extend an helping hand in resolving this dispute on
permanent basis to the advantage of the people of the disputed regions and all
the countries connected with it. This is the only way their interests can
remain safe guarded on long term basis otherwise
hatred against them will increase manifold with each passing day.
